Currently, the most valuable job in the job market is a government job. Almost all the students are leaning towards government jobs after finishing their studies. As a result, the competition is increasing day by day. And to survive in this competition, you must have some general knowledge about government jobs. First on the list is the Bangladesh Government Job Grade and salary structure.
What is the grade of government job?
‘Grade’ literally means class or step. Every job in government and private has several stages. Which helps to understand exactly what stage an employee is at.
There are also 20 stages of government service which are called grades. Basically, from the salary of an employee to the position, power, responsibilities, and all other benefits are related to this grade. So if you are preparing for a government job or want to do a government job then you must have a clear idea about its grade.
National Salary Scale
In December 2015, an additional issue of ‘Bangladesh Gazette’ was published which is known as ‘Jobs (Salaries and Allowances) Order, 2015’. At present, according to this order, the salary scale of all government employees i.e. basic salary, allowances, and grades are determined. The previous national salary scale was 2009.
Government job grades
According to the National Salary Scale 2015, there are a total of 20 grades in the said salary scale. Prior to 2015, government employees were divided into 4 classes which were known as 1st, 2nd, 3rd, and 4th class. But according to Article 8 of the Job Order, 2015, every government employee will be known according to the grade of his salary scale. In other words, at present, there are a total of 20 grades of government employees. It should be noted that although the grade division system has been introduced instead of the class division system, 20 grades are divided into 4 classes. Which is given below:
- 1st class: Grade-1 to Grade-9
- 2nd class: Grade-10
- 3rd class: Grade-11 to Grade-16
- 4th class: Grade-18 to Grade-20
Grade Division Of Cadre and Non-cadre
Another important factor in government service is cadre and non-cadre. Basically, all government employees are divided into cadre and non-cadre. The main difference between cadres and non-cadres is in their administrative power. Cadre employees can be promoted to policy-making positions but this is not possible for non-cadres.
Cadre refers to those employees who have passed the BCS i.e. Bangladesh Civil Service Examination and joined the government service. BCS has a total of 26 cadres. These 26 cadres are again divided into two parts. E.g.
- General cadre
- Technical/professional cadre
I have already said that everyone from grade-1 to grade-9 is a 1st class employee. Among these cadres are called gazetted officers. Gazette or notification is issued at the time of their appointment.
There are many government employees who have not taken the BCS exam but are government employees. Many people get jobs through other recruitment exams besides BCS. There are government job opportunities in all government institutions, big and small. There are also opportunities to work in specialized companies such as BIWTC, BRTA, government banks, government ports, or government projects. Apart from this, members of all military and paramilitary forces of the country and teachers of government educational institutions are also government employees.
Grade division of government jobs
The position, status, salary, power, and facilities of all government employees are determined according to their grades. Grade-1 is the highest grade out of 20 grades. Which is prescribed for full secretaries of government. Also, the professors who have got selection grades of the university are employees of grade-1. Grade-2 has additional secretaries of various ministries and university professors. Grade-3, 4 is the Joint Secretary to the Government, Professor of Government College. Grade-5 has directors of various departments and vice-principals of MPO registered colleges. Grade-6 has Deputy Director, Senior Consultant, Hodge Officer, etc. Grade-6 has Assistant Director, Junior Consultant, Surgeon, Physician, etc. Grade-9 has medical officers, assistant directors of various departments, assistant programmers, ASPs of the police. There is a sub-inspector of police in grade-10. Thus, every government employee belongs to one or another grade.
Salary structure of government jobs
The focus of interest of all job seekers is the salary of the job. For many, job pay is more important than position, social status, and power. In addition to power in government service, salary is also quite good. Because all government employees get a fair amount of good money in addition to the basic salary. The basic salary of each of the grades mentioned below is mentioned.

Other government job opportunities
One of the best aspects of government employment in terms of salary is this allowance facility. Due to the huge allowance received by every government employee, their total salary is much higher. On the other hand, private sector employees but government paid employees (such as MPO school-college teachers) do not get this benefit. Such a vice-president is paid according to grade-5. But he does not get any other government allowance other than the basic salary of Grade-5 of Rs 43,000. As a result, his total salary is much less than that of a Grade-5 government employee. Now let us know about various government allowances.
House rent allowance
House rent allowance is the lion’s share of the total allowance of a government employee. These allowances come in three types depending on the place of employment.
For Dhaka City Corporation area
If the basic salary is Rs. 9700 or less, the house rent will be at the rate of 65% of the basic salary. The minimum is 5600 rupees and the maximum is 6305 rupees.
If the basic salary is from Rs. 9701 to Rs. 16000, the house rent will be 60% of the basic salary. Which is a minimum of 6400 rupees and a maximum of 9600 rupees.
If the basic salary is from Rs. 16001 to Rs. 35500, the house rent will be at the rate of 55% of the basic salary. The minimum is 9600 rupees and the maximum is 19525 rupees.
If the basic salary is more than 35500, the house rent will get 50% of the basic salary. The minimum is Rs 9,500 and the maximum is Rs 39,000.
That means a maximum of 39000 Taka and a minimum of 5600 Taka.
For Chittagong, Khulna, Rajshahi, Sylhet, Barisal, Rangpur, Narayanganj and Gazipur City Corporation and Savar Municipal Area
If the basic salary is Rs. 9700 or less, the house rent will be at the rate of 55% of the basic salary. The minimum is 5000 rupees and the maximum is 5335 rupees.
If the basic salary is from Rs. 9701 to Rs. 16000, the house rent will be 50% of the basic salary. The minimum is 5400 rupees and the maximum is 8000 rupees.
If the basic salary is from Rs. 16001 to Rs. 35500, the house rent will be at the rate of 45% of the basic salary. The minimum is 8000 rupees and the maximum is 15975 rupees.
If the basic salary is more than 35500, the house rent will get 40% of the basic salary. Which are a minimum of 16,000 Taka and a maximum of 31,200 Taka.
That is a maximum of 31200 Taka and a minimum of 5000 Taka.
For other places
If the basic salary is 9700 Taka or less, the house will get rent at the rate of 50% of the basic salary. The minimum is 4500 Taka and the maximum is 4850 Taka.
If the basic salary is from 9701 Taka to 16000 Taka, the house rent will be 45% of the basic salary. The minimum is 4800 Taka and the maximum is 7200 Taka.
If the basic salary is from Tk 16001 to Tk 35500, the house rent will be 40% of the basic salary. The minimum is 7,000 Taka and the maximum is 14,200 Taka..
If the basic salary is more than 35500, the house rent will get 35% of the basic salary. The minimum is 13800 Taka and the maximum is 27300 Taka.
That means a maximum of 27300 Taka and a minimum of 4500 Taka.
However, if a government employee lives in a government residence, he will not get a house rent allowance. At the same time, if both the husband and wife are government employees, then the person in whose name the government accommodation is allotted will not get the house rent allowance. But get another. Also, if an official from the office arranges for the employee to stay in a hostel, mess, dormitory, post-bungalow, it will not be considered as government accommodation. As a result, the employee will get a full house rent allowance.
Car facilities and travel allowance
Another big advantage of government jobs is the convenience of cars.
There are basically three types of car facilities:
- Travel facility by government vehicles
- Interest-free loan facility for buying a car
- Use of special needs car through requisition
Officers can use government vehicles for office work. Once the office work is over, if necessary, you can use it for personal work. These vehicles are driven by government drivers. In this case, the government will bear the driver’s salary, fuel price, car repairs, and spare parts.
Interest-free loan facility
Usually buying a car from a private employee means buying the car on your own or with a loan from a bank. Although some private companies provide loans for cars; The number of such companies is innumerable. On the other hand, every high-ranking government official can take an interest-free loan to buy a car. High-ranking official means Deputy Secretary (after at least 3 years of service as Deputy Secretary), Joint Secretary, Additional Secretary, Secretary, Senior Secretary, Cabinet Secretary, and Chief Secretary. In addition, any government official of equal rank in these positions will be considered eligible for the interest-free loan facility.
A huge one-time interest-free loan is given to buy a car. This loan is mainly given from the pension or gratuity money of an officer. The money is paid to the officer in advance and the officer returns the money to the government in a total of 120 installments. The biggest advantage of this process is that it has no interest. However, this money is not paid if you do not work for at least 1 year after the grant is issued.
When buying a car, sedans, SUVs, SUVs, etc. can be bought. However, the engine of the car can not be less than 1600 cc or more than 2000 cc. All the paperwork and insurance of the car has to be done within 90 days of buying the car. If you want, you can sell this car and buy a new car. However, permission will be required for that. If you pay the price of the car in installments after buying the car, the car will be fully owned by the individual. In addition to the interest-free loan facility, another huge benefit is the car maintenance allowance. Each officer receives Rs 45,000 per month for driver’s salary, fuel cost, and car repairs. Often a good amount of money remains in hand even after spending on the car.
Use of car through requisition
Request money request. In this case, requisition means the request to use a government vehicle on a special day. The use of government vehicles all the time and interest-free loan facility is prescribed only for high ranking officials. But apart from this, almost all the officials can use government vehicles for a special day or a few days by requesting in advance. This facility can be availed in both government work and family work.
1st and 2nd class employees of the government do not get this allowance. This only applies to 3rd and 4th class (Grade-11 to Grade-20) employees. All these employees get 300 rupees monthly as a travel allowance.
Home construction loan
Every government employee can take a loan to build a house. With this loan they will be able to build houses on their own land in any part of the country. Or you can buy land or flat with a house. However, the land on which you will build a house must be completely free from liability. The flat you buy must be a fully constructed flat. Half-built flats cannot be bought with government loan money.
Employees over the age of 56 can take loans for house construction. However, if there is any case in the name of an employee, he will not be able to apply for a loan. If you apply for a loan, the implementing agency will be the Bangladesh House Building Finance Corporation and any other commercial bank. The applicant will take a loan from a commercial bank and build a house with that money. In this case, according to the general rules, he has to mortgage the property. You will also have to pay 10% simple interest on the loan. However, since it is simple interest, interest will not be charged again. One of the major benefits of taking a government loan is that the government subsidizes 5% of this 10% interest. This means that the borrower will pay only 5% simple interest. The maximum period for repaying the loan with interest will be 20 years.
Below is how much money an employee can get a loan:
Employees of 5th grade or above
For Dhaka metropolis, all city corporations, and all divisional headquarters, a maximum loan of Tk 75 lakh can be taken.
You can take a loan of Tk 60 lakh for the district headquarters and Tk 50 lakh for other areas.
9th grade to 6th-grade employees
For Dhaka metropolis, all city corporations, and all divisional headquarters, a maximum loan of Tk 65 lakh can be taken.
55 lakh for district headquarters and 45 lakh for other areas.
13th grade to 10th-grade employees
A maximum loan of Tk 55 lakh can be taken for Dhaka metropolis, all city corporations, and all divisional headquarters.
40 lakh for district headquarters and 30 lakh for other areas.
Employees from 17th grade to 14th grade
For Dhaka metropolis, all city corporations, and all divisional headquarters, a maximum loan of Rs 40 lakh can be taken.
30 lakh for district headquarters and 25 lakh for other areas.
20th grade to 16th-grade employees
You can take a maximum loan of Tk 35 lakh for Dhaka metropolis, all city corporations and all divisional headquarters.
You can take a loan of Tk 25 lakh for the district headquarters and Tk 20 lakh for other areas.
If the borrower dies before the loan is repaid, the money will be deducted from his pension and gratuity. If the debt remains after that, his heirs will have to repay the debt.
Just as there are benefits to borrowing in government jobs, there are also benefits to debt forgiveness. An employee can apply for a loan waiver if he dies or becomes disabled after taking a loan. In that case, considering the amount of the loan, the committee will decide on the waiver of the loan.
Salary increment on receipt of the first appointment
There is a provision to increase the advance salary of some employees in case of first recruitment. As a result, all those employees will get a pay rise soon after they are hired. But for that, he must be a first-class employee. In this case: –
- If the employee has an MBBS degree or Bachelor of Engineering / Architecture or equivalent degree, he will get 1 advance salary increment.
- Employees who have undergraduate and postgraduate or physical planning degrees in Engineering or Architecture and those who have undergraduate and postgraduate degrees in law will receive 2 advance pay increments.
- If an employee holds the license of the medical faculty, he will get 1 advance salary increment.
This is another big difference between government jobs and private jobs. Even if you have qualifications in the private sector, the salary does not increase with the appointment. But the salary is increased at the time of recruitment according to the educational qualifications in the government service.
All government employees are paid a festival allowance equal to two months’ basic salary each year. In other words, an officer of grade 1 will get a festival allowance of 1 lakh 56 thousand Taka per year. In addition, the pensioner is paid twice his monthly net pension as two festival allowances per year.
New Year allowance
To celebrate the Bengali New Year, every government employee is given 20% of his basic salary as a New Year allowance. Note that this allowance is also received by MPO-registered teachers.
Every government employee is given a medical allowance of 1,500 Taka per month for treatment. They also get various medical benefits.
If the recipient of the medical allowance is retired and if he is above 65 years of age, he will get a monthly medical allowance of 2500 Taka. However, if the retiree is less than 65 years of age, he will get 1500 Taka.
Holidays and leisure and recreation allowances
Holidays in government jobs are much less than in private jobs. While this is an inconvenient aspect of government employment, the advantage is that there are two days off per week. Again, according to the government holiday law of 2015, except for weekly leave and other government holidays, leave can be taken with pay for 15 days every two years. However, in case of serious illness, it is possible to grant huge leave by showing the required medical certificate. In addition, every government employee receives a sum of one month’s basic salary once every two years as fatigue and entertainment allowance.
Education Assistance Allowance
Government employees receive education allowances to help their children get an education. The amount of this allowance is 500 rupees per child. If you have two children, the maximum is 1000 Taka. However, if there are more than two children, no education allowance is given to them. If both husband and wife are government employees, either of them will get this allowance. Education Assistance Allowance will continue till the child reaches the age of 23 years. Another big advantage is that almost every government educational institution has a quota for the children of government employees.
Allowance for hilly and inaccessible areas
This allowance is mainly for the officers and employees working in the three districts declared as hill districts i.e. Rangamati, Bandarban, and Khagrachari. All the employees employed in the district headquarters and Sadar Upazila of these districts get a maximum hill allowance of Tk 3,000 at the rate of 20% of the basic salary. On the other hand, the employees employed in other Upazilas get an allowance at the rate of 20% of the basic salary but their maximum allowance is 5 thousand rupees.
Apart from the three hill districts, the government of Bangladesh declared a total of 16 Upazilas of 11 more districts of the country as inaccessible areas in 2019. According to the government order, the employees employed in those Upazilas will also get the same allowance as the hill allowance.

Many people consider pension or retirement allowance as the biggest benefit of government service. Because in the case of private employment, there is not much pension after leaving the job. But not in the case of government jobs.
Any government employee who has worked for only 5 years will be considered eligible for pension. However, if you retire after 5 years of service, the pension rate will be only 21% of the last basic salary. If you retire after 6 years of service, the pension rate will be 24%. Thus, the rate of pension will continue to increase every year with the job. An employee will receive the highest pension after a minimum of 25 years of service. In that case, his pension rate will be 90% of the last basic salary.
However, within 5-24 years of the job, you can’t leave the job if you want. In that case, the pension will not be available. If the employee dies in any way or is declared physically or mentally disabled by the government medical board, then he or his family can avail of pension benefits. In addition, you will get a pension even if you are fired due to permanent layoffs.
In addition, if a government employee dies before the age of 5 years or is declared disabled, he or his family will get a one-time financial benefit. In that case, the amount equal to three months of the basic salary of the employee will be given as financial benefit.
Earlier, however, 100 percent of the gross pension could have been surrendered. But now 50 percent compulsory surrender rule has been made. The remaining 50 percent will be paid as a monthly pension.
When a government employee is transferred or travels for other government work, he gets daily allowance, travel allowance, and kilometer-based road fare. Due to this allowance, the travel expenses do not have to be borne by the employee.
Every government employee receives a daily allowance for each day of travel. This allowance is basically divided into 4 parts from ‘A’ to ‘D’ class.
‘A’ class officers i.e. all Grade-9 to Grade-1 officers and Grade-10 employees whose salary is more than Rs 29,000 are included in the ‘A’ class. Their daily allowance is 700 to 1400 rupees.
The daily allowance of ‘B’ class i.e. Grade-10 employees earning less than Taka 29,000 and Grade-11 to Grade-16 employees earning more than 16,000 Taka is Taka 420 to 490.
The daily allowance of all the employees of Grade-11 to Grade-16 except ‘C’ class i.e. ‘B’ class is Rs.
The daily allowance of all the employees of the ‘D’ class i.e. grade-17 to grade-20 is 300 Taka.
In addition, the daily allowance for Dhaka, Chittagong, Khulna, Barisal, Rajshahi, Rangpur, Sylhet, Narayanganj, Gazipur, and Savar municipal areas is 30% more.
In addition to daily allowance, road fare allowance is also given. In this case, air-conditioned seats of the train or steamer are allotted for the officers of 5th grade and above. There are 1st class seats for the rest of the ‘A’ class officers.
Second class / elegant / or affordable chairs are allotted for ‘B’ class employees.
There is a middle or lower class allocation for ‘C’ class employees.
In case of bus travel, air-conditioned seats are allotted for Grade-9 and above officers and general seats for the rest.
Also, only officers of 5th grade or above get the opportunity to travel in economy class.
Transfer travel allowance
In case of transfer, the government also bears the travel fare of the employee and his family. In this case, in the case of a train ticket, launch, or steamer, there are three fares for oneself and one full fare for three more. On the road, there are two fares for oneself and one for the rest. The airline has a fare allocation just for yourself. In addition, for transporting world goods by road, the fare is Rs. 2.00-3.5 per 100 kg of goods per kilometer.
Government jobs offer the best benefits in the case of maternity leave. Although maternity leave is available in many non-government organizations, it is not as long and convenient as government jobs. Any government female employee will get 6 months of full paid leave as maternity leave. In other words, during these 6 months, you will be able to watch and listen to your child at home and at the same time, you will get a full salary.
An entertaining allowance of Rs 2,000 is given for cabinet secretaries and chief secretaries, Rs 1,000 for senior secretaries and secretaries, 900 Taka for additional secretaries, and 600 Taka for joint secretaries and other authorized officers. In addition, the authorized officers receive a monthly domestic aid allowance of 3,000 Taka.
There are many other types of allowances in government service which are very time-consuming to describe. However, some notable allowances are employees’ tiffin allowance, laundry allowance, deputation allowance, work allowance, etc. In addition, members of the RAB, Ansar and VDP, Fire Service, Coast Guard, etc., and prison guards of the Department of Prisons receive risk allowances where applicable.
Salary of government special persons
You know about the basic salaries and allowances of government employees. However, this section has been written about the salaries of the individuals holding some of the highest positions in Bangladesh. Since they are also included in the government salary, let’s find out what is their basic monthly salary.
- Hon’ble President of the Republic 1 lakh 20 thousand Taka.
- Hon’ble Prime Minister of the Republic 1 lakh 15 thousand Taka.
- Honorable Speaker 1 lakh 12 thousand Taka.
- Hon’ble Chief Justice 1 lakh 10 thousand Taka.
- Hon’ble ministers 1 lakh 5 thousand Taka.
- High court judge 95 thousand Taka.
- The Cabinet Secretary, the Chief Secretary to the Prime Minister, and the Chief of the Three Forces paid 86,000 Taka.
- Senior Secretary 82 thousand Taka.
- Member of Parliament 55 thousand Taka.

Keep in mind that the above salary is only the basic salary. There are many differences between the total salary. For example, the house rent allowance of the Prime Minister’s house is 1 lakh rupees per month. There is practically no clear information about the allowance fixed for all these posts.
