Qualification for BCS Exam
To apply for BCS exam against 44rd BCS Circular required qualification is given below.
If a candidate does not have the prescribed educational qualification for the respective cadre position mentioned in the notice, such candidate will not be able to apply. In case of any degree obtained from a foreign resident claiming to be equivalent to any of the educational qualifications mentioned in the 44rd BCS Circular, he/she shall be required to submit the Equivalence Certificate given by the concerned Equivalence Committee at the time of the viva voce. It is advisable for Equivalence Certificate to contact Medical Degree Holders to BMDC, Veterinary Council for Animal Husbandry / DVM Degree and other Degree Holders to Education Ministry authorities. The Equivalence Certificate must be presented to the interview board during the viva. Otherwise oral tests will not be accepted.
BCS Eligibility Criteria
If a candidate has participated in any examination and if he/she thinks after publishing the result he/she will be eligible for the BCS examination then he can also apply online. However, it will be accepted temporarily. Only those candidates who have completed all the written examination of the Bachelors or Post-Graduate level within the last date of accepting the application for the 44rd BCS Examination. In this case, the candidate has to submit evidence issued by the university department chairman or head of the educational institute along with BCS Application Form (Applicant’s Copy) hard copy in the viva board commission. No certified certificate will be accepted without mention of the date of start and end of graduate / post-graduate examination. The original copy of the University’s a certificate / temporary certificate must be submitted to the Commission as proof of the passing of the exam on the Board of viva of the BCS. Otherwise, no oral examination will be taken and the candidate will be treated as null.
Age Limit: 1st November 2020 Age
For all cadre candidates except the freedom fighter/martyr freedom fighter’s son, daughter, handicapped candidate and BCS (Health) cadre candidate, the age range are from 21 to 30 years (birth date is at least 02.11.1999 max to 02.11.1990).
For the freedom fighter/martyr freedom fighter’s son, daughter, disability candidate and candidate for BCS (Health) cadre, the age range are from 21 to 32 years (birth date is at least 02.11.1999 max to 02.11.1988).
For the BCS (General Education) cadre only in the case of small ethnic group, the age range is from 21 to 32 years (birth date is at least 02.11.1999 maximum to 02.11.1988). The application form will not be accepted if the age of the person is less or more.
- The applicants must be a citizen of Bangladesh.
- If a candidate marries a foreign citizen or pledges to marry without the government’s consent, he or she will be ineligible to participate in the BCS examination. In order to obtain the government’s consent, the permit must be submitted to the Board of Oral Examination on the day of the oral examination.
- Any citizen of Bangladesh regardless of gender will be eligible to take the BCS exam.
- In the work of the Republic or among the officers serving under the local authority, the competent authority may take part in the examination if permitted by the appointing authority.

Candidates can complete the online registration process through Teletalk BD Ltd’s web address: bpsc.teletalk.com.bd or the Bangladesh Public Service Commission web address: www.bpsc.gov.bd.When you will open the above-mentioned websites, you can see three radio button for the application form of 44rd BCS Advertising, Instructions for Submitting Application and Cadre Option.
Clicking on the radio button will get the 44rd BCS Circular. Detailed instructions on filling the BCS application form online, depositing fees through SMS and downloading Admit card will be given on the Commission’s www.bpsc.gov.bd website. Before starting the application, read the instruction carefully. There are 3 categories of application form on the basis of cadre preference-
- Application Form for General Cadres.
- Application Form for Technical / Professional Cadres.
- Application Form for General and Technical / Professional (both) Cadres
If the candidate only wishes for the General Cadre candidate, clicking on the radio button of General Cadre’s application form, the General Cadre application form will be visible. Similarly, if you want to be a candidate for general and technical/professional cadre, then clicking on the 3rd radio button the application form of both cadres will be visible.

BCS Exam Fee In Bangladesh
After completing the application form and uploading the photo and signature according to the appropriate instructions candidates are able to see application preview. Upon completion of the submission of the application form, the recipient will receive an applicant’s copy with a user ID, photo and signature. The candidate’s photo and signature must be visible on the application preview and the applicant’s copy. The candidate must be printed or downloaded and saved the applicant’s copy.
A copy of the Applicant’s User ID will be provided and use this User ID to pay 700 Taka for application fees through Teletalk BD Ltd. SMS system. Under the same provision, small ethnic groups, disabled and third gender candidates will submit 100 Taka (one hundred Taka) for the examination fee and can download and print the admit card.
Not being a small ethnic group / disabled/third gender candidate, if you complete the admission form by paying 100 Taka your application will be rejected after the application end date. Due to non-submission of the prescribed fee, before or after the preliminary, written and viva, the relevant applicant will be terminated under the terms of the circular.
BCS Exam Fees Online Payment
You have to pay 700 Taka or 100 Taka BCS application fees through Teletalk SIM by SMS system. Before sending massage you have sufficient amont of money in your mobile SIM. After that, go to your phone’s massage option and then type like below format.
Reply: Applicant’s Name, Tk-700 (100 Tk. For Physically Disabled, Ethnic Minority Group and Third Gender Group Candidates) will be Charged as Application Fee. Your PIN is (8 digit number) 12345678.
Reply: Congratulations! Applicant’s Name, Payment completed successfully for 41st BCS Examination. The User ID is (xxxxxxxx) and Password (xxxxxxxx).
N.B: For Lost Password, Please Type BCS <Space> HELP <Space> SSC Board <Space> SSC Roll <Space> SSC Year and send to 16222.
After completing the Part-1, Part-2, and Part-3 of the BCS Application Form, the application preview will be displayed. As per 44rd BCS Circular upload the scanned image (less than or equal to 300 x 300 pixels and file size may not be more than 100 KB). Scanning images should be taken not more than three months ago. Black and white images will not be accepted. If the image is not viewed in a copy of the Applicant’s application form, the application will be rejected. It cannot cover the face and ears while taking pictures. Pictures with sunglasses will not be accepted. Clicking on the help menu on the home page to know detailed instructions on photo and signature.
In the Application preview, the signature is not less than or greater than 300 x 80 pixels and the file size is not more than 60 KB. If the signature of the applicant’s copy is not displayed as per the instructions mentioned above, the application form will be considered void.
BCS Admit Card Download
According to the instructions, if the prescribed fee is submitted, the candidate can download the admit card using the User ID and Password through Teletalk official website. The user ID and password provided in reply to the SMS message sent from Teletalk. In the event of any incompetence, the admit card will be void at any stage before or after the examination. BCS Online Application Form Submission
Candidates of the 44rd BCS Exam should follow the instructions given above and only fill out the application form approved by the Commission online. Download the completed online BCS Application Form (applicant’s copy) from the commission’s website and submit it to the viva board along with the required documents on the day of the viva.
Candidates should declare in the declaration section of the online application form that all the information provided in the candidate application form is correct and true. If any of the information provided is untrue or false, or if any disqualification is detected or if any fraud or corruption is taken asylum, at any time before or after the appointment, will be canceled and the Commission may take legal action against him or her. According to the declaration, the candidate can download a temporarily admit card for a preliminary test. If any incompetence/corruption is proved, then the admit card and candidature obtained will be considered void. On the successful completion of the Preliminary Test and Written Examination, all the information provided in the online application form should be submitted to the Commission along with the relevant documents as per the instructions in paragraph 1 of this notice along with the downloaded copy on the day of the viva. Failure to submit the appropriate credentials as proof of information and educational qualifications provided by an applicant online, or if there is no prescribed qualification for a cadre or if the application is incorrectly filled out or any ineligibility or any substantive error is considered, his / her candidature will be void.
Filling Multiple Forms Is Prohibited
After submitting the final application form and downloading the admit card for one of the centers by submitting a fee, the candidate will not be able to submit the application online again for the center. If a candidate fills the form multiple times for the same center with false, different/incorrect information, and accepts multiple admit cards, then his overall candidacy will be canceled and he will be disqualified for all posts and the Commission can take legal action against the candidate.
BCS Application Form Collection and Documents Submission
Candidates who have passed the written test, Download and collect the BCS Application Form (applicant’s copy) from the www.bpsc.gov.bd. Candidates should submit the BCS Application Form (applicant’s copy) collected from the website to the Board of viva on the day of the examination along with the following required certificates/documents-
3 copies of the candidate’s signed passport size photo verified by first-class gazetted officer [taken more than 6 months ago] must be attached on the top left of the BCS Application Form (copy of applicant’s copy).
Proof of educational qualification Verified photocopy of all certificates provided by the Board and the University.
Verified copy of the original/periodical certificates of SSC / equivalent examination provided by the Board of Education for proof of age. Reasonable evidence regarding the date of birth for O-level and A-level candidates. Note that affidavit will not be accepted for proof of age.
Candidates holding a four-year Bachelor’s / Graduate (Honors) Degree Certificate / Marksheet / Testimonial If no 4-year Bachelor / Graduate (Honors) is mentioned, to prove 4 years Bachelor’s / Graduate Honors Degree must be submitted Verified copy of the certificate along with the application form. Otherwise, their earned degree will be counted as 3 years.
Up to 32 years of age can be relaxed for a candidate applying for the freedom fighter’s son and daughter. Candidates who apply as sons and daughters of the freedom fighter must submit 2 valid copies of the Father / Mother Freedom Fighters Certificate along with the application form.
The third gender candidate will have to submit the certificate provided by the civil surgeon.
In case of candidates having degrees obtained from abroad, a valid copy of the Equivalence Certificate issued by the concerned Equality Committee / Ministry of Education should be submitted.
Verified copies of the certificates must be submitted in favor of the changeable permanent address.
If the address of the candidate of the applicant as the son and daughter of the freedom fighter is different from the permanent address mentioned in the application form, then in favor of address you need to submit 2 copy certificate authorized by the mayor/ward councilor of the city corporation or responsible person.
After verifying the BCS Online Application Form and all the attached documents will the candidates be allowed to participate in the viva. The only success in the written test is not the qualification to pass the viva test. Candidates who failed to submit the copy of the BCS Application Form along with the copy of all the relevant documents to the viva board those candidates will not be eligible to participate in the viva board
BCS Police Verification Form BD
The Police Verification Form can be found on the Commission’s website at www.bpsc.gov.bd on time. You will have to download the police verification form from the website and fill it carefully after that need to submit 3 copies to the viva board.
Removal Orders / Affidavits / Disputes / Exemptions
Candidates who have passed the written, who are working in Government / Semi-Government / Autonomous Organization or local authority examination will download the non-acceptance / exemption form from the website of the Commission. After downloading, we need to collect the responsible authority’s seal and signature as well as preserve it to submit the copy to the viva board. Viva examination will not be conducted if you fail to submit a copy of the clearance certificate signed by the appointing authority of the respective position.
Candidates who have been removed from the job or have resigned from the job can also take part in the exam. However, in these cases, the order of removal or the resignation from the job along with the application form have to submit on the day of the viva. A certified copy of such an order has to be submitted issued by the appointing authority.
If a candidate joins a job or resigns or removes from the job before viva the candidate must submit a copy of the order/acceptance/removal order issued by the appointing authority to the interview board. Otherwise, viva voce will not be accepted.
Fill and Submit The Short Online Form In Bangla
After the cadre-based final results published on Teletalk BD Ltd’s web address at http://bpsc.teletalk.com.bd or through the Bangladesh Government Public Commission’s web address: www.bpsc.gov.bd, A short form should be filled out and submitted in Bangla with additional information. Candidates will be given timely instructions through Teletalk SMS in this regard. As per the instructions of the Commission, the candidate will save a copy by downloading the short form filled online. Candidates must submit 2 copies of the completed Bangla form on the viva voce board.
Important Issues Related to the BCS Preliminary Test
Candidates will have to take a multiple-choice question (MCQ) type preliminary test with a score of 200 (two hundred). The duration of the test is 2 (two) hours. Optical mark readable double lithocode and barcode answer sheet will be evaluated through the computer on the OMR machine.
There will be a total of 200 (two hundred) questions in this exam. The candidate will get 1 (one) number for each correct answer, but the wrong answer will be deducted 0.50 number from the total number.
If the candidate does not enter the registration number correctly and if the relevant circles do not fill correctly or make any cut, the candidature will be canceled.
The MCQ answer sheet for the preliminary test will be counted as a confidential document. There will be no opportunity to review or re-examine the preliminary test answer sheet.
The preliminary test answer sheet will not be displayed to any candidate or his representative and the test number will not be displayed or given to any candidate or his representative.
The decision of the Public Commission will be final in terms of eligibility of the candidates and selection for the preliminary exam.

Only those candidates who pass the written test and whose applications are found to be completely correct will be allowed to take the 44rd BCS viva voce. Candidates who have passed the written test and not submit a copy of the BCS Application Form (copy of applicant’s copy) along with relevant certificates/documents on time will not be eligible to take the oral exam.

For Professional / Technical Cadre
Candidates who wish to choose both general and professional/technical cadre positions are required to participate in the 4-hour written test of the single subject (relevant to the position or service) in addition to the general cadre number 900.
Syllabus of Written Test
The syllabus for the written examination of BCS compulsory subjects and relevant subjects can be found on the website www.bpsc.gov.bd. Candidates who have passed the preliminary test can download the syllabus of the written examination of their compulsory and post-related subjects from the Commission’s website.
Time of written examinations, Number and viva voce
The time of the written test for each of the 200 (two hundred) numbers will be 4 (four) hours and the time for the written examination of each item of number 100 (one hundred) will be 3 (three) hours.
Candidates must take part in the examination of all those subjects.
The average minimum pass number in the written test will be 50%. If a candidate receives less than 30% marks on any subject in the written examination, he will not be considered as having received any number in that regard. Only those candidates who have passed in written exams and submit necessary documents timely will be eligible to take the viva exam.
The full number of the viva test is 200 and pass number 100. Both written and viva exams must be passed separately.
Candidates will be terminated if they do not enter the registration number correctly on the preliminary test and the written test answer paper and do not fill the circle correctly or make any cuts or stain the wrong circle or use fluid.
Provide stenographer For disabilities Candidates
If any disabilities candidates need stenographer then Public Commission will provide eligible stenographer as per application. No person shall be deemed to be a stenographer, except authorization by the Commission. Candidates of disabilities will be required to submit the application for a stenographer with a medical certificate, photographs, and copies of disability identity.
Receive Interview Letter Online
No interview letter will be sent by post for the viva examination. The 44rd BCS Interview letter will be uploaded on the Commission’s website in due time. After announcing the viva examination by the Commission, the candidate will download and collect the interview letter from the website. According to the schedule of the 44rd BCS Examination, the candidate will write the prescribed viva exam dates, registration numbers and names at the designated place of paragraph 1 of the interview letter. The candidate will be appeared on the viva board at the Government Public Commission [Agargaon, Shere Bangla Nagar] along with the papers and interview papers at the scheduled date and time. If, on the due date and time, the candidate will not present on the board, however, the candidate will no longer take the viva test.
Confidentiality of Written and Oral examination
All answer sheets of the written test shall be treated as confidential documents and under no circumstances shall they be shown or given to any candidate or his / her representative. There is no scope for re-examination or re-examination of the written test answer sheet.
The number of the viva will be confidential and the number or its associated information will not be displayed or provided to the candidate or his representative.
Candidates, who have been temporarily recommended by the Commission, must appear the Medical Board for a medical test. Medical Board Candidates must have the following physical qualifications during the health examination:
Without the above mentioned physical height, a candidate will not be considered eligible for the post of the cadre. If a candidate does not have the above-mentioned weight, he will be considered temporarily ineligible. Candidates should be visually impaired according to the rules. Detailed information regarding other health qualifications will be provided on time. In the case of candidates with disabilities, the provisions of the health examination are relaxable subject to the government decision.
Chest size, weight, and height
Candidates have to specify the size of the chest in centimeters in the online form. Candidates who pass the written test should submit a copy of the certification given by the BMDC Registered Medical Practitioner with the printed copy of the online form on the day of the viva examination. In the certificate, they need to mention height in centimeters, weight in kg and chest size in centimeters. The certification must include the medical practitioner’s registration number.
English Version questionnaire For Preliminary Exam
Candidates who want to take the test in English version question should check the box of question type option in the online form. Only those candidates who tick the box of the question type option to use the English version in the preliminary test will be able to take an exam in the English version. Note that the option given to use the English version question paper in the preliminary test cannot be changed. If a candidate selects the option to use the English version in the preliminary test and does not appear in the test for the English version but attends the examination in the Bangla version questionnaire, then the candidate’s answer sheet and candidature will be deemed canceled.
Language of the Respondents in the Written Exam
Questions related to Bangla, English and other languages should be answered in the respective language. Answers to questions about other topics can be written in any language in Bangla or English. Multiple languages cannot be used without quotes or compelling text. If there is any other instruction in the question paper of any subject, then in the case of that subject, as per instruction you need to answer.
As per the given information on the online application form and exam center mentioned in the admit card you need to appear at the mentioned center at your own expense. Preliminary tests and written tests will be held in Dhaka, Chittagong, Rajshahi, Khulna, Barisal, Sylhet, Rangpur, and Mymensingh centers. However, if it is not possible to appear in the center for the preliminary test / written examination the candidate will have to take the preliminary test / written examination in any other center prescribed by the Commission. The viva examination will be held in Dhaka head office of the Commission. No application for change of center will be accepted.
Written Exam Number Sheet
Candidates can apply to collect the number sheet by paying the required fees. Such an application shall be settled by the Commission after processing in such manner. After the completion of the examination process, a petition will be called by the Commission through the BCS Circular in newspaper. Applicants will be able to collect the numbers accordingly.
Punishment for Misconduct
If a candidate inadvertently provide any false information in the application form, hiding or tampering the required information or filing a fake certificate or tampering or changing any part or entry of certificate regarding age and educational qualification, or enter with prohibited mobile phone, handheld, wallet, electronic device or any equipment and the technology or taking refuge in any misdemeanor is a punishable offense.
During the exam, candidates should not cover the face and ears.
Candidates should not use anything like jewelry when taking the exam.
No credit card/bank card or anything like that can be carried on examination.
If you enter the exam hall with the above-prohibited material, disobeys instruction or misbehaves in the examination or resorts to cheating, he will be disqualified for any subsequent examination by the Commission in accordance with the provisions of the BCS Exam Rules-2014.
According to the provisions of the BCS Examination Rules, candidates belonging to the field can be handed over to the criminal law, and if such information is disclosed and proved after the appointment of the service, any appropriate action will be taken against him in addition to the dismissal from the job.
Recommendation for Non-Cadre Posts
Appointment of non-cadre posts issued by the Government to all candidates who are not recommended in the cadre service or post of the 44rd BCS due to shortage, despite having passed the written and viva. Such initiatives, however, will not guarantee any endorsement.
