Primary Teacher Recruitment Process Updated With 5 Major Changes

Primary Teacher Recruitment Process has been updated. 5 changes are coming to the primary teacher recruitment process.

Major changes are coming in the primary school teacher recruitment process. There is a big change in the primary recruitment process of head teacher and assistant teacher in government primary school.

Educational qualification for recruitment candidates, ages along with different areas keep changing provisions draft of new recruitment rules has been formulated by the Department of Primary Education (DPE).

It is known that the recruitment rules will be proposing for approval to the secretary committee on September 30.

5 changes of primary teacher recruitment process

According to sources, there are five major changes in the new primary teacher recruiting rules.

Educational Qualifications

There are separate educational qualifications for men and women in the 2013 Employment Regulations.

Graduation for the men and higher secondary passes for women is required for the post of assistant teacher.

But, in the new rules, educational qualification graduation is recommended for both male and female in the assistant teacher post.

However, 60 percent quota for women remains existing.

In the case of recruitment of headteacher directly, graduation passed could apply. Under the new draft rules, this educational qualification has been proposed postgraduate.

Age Limit

The age limit was 25-35 years. But now this post has been upgraded to second grade. Age has been fixed for 21-30 years, in line with the Public Service Commission (PSC) policy.

Subject Fact

Currently, there are equal opportunities for candidates who have passed on any subjects.

But in this system, teachers who come from the Humanities Department cannot easily make sense in mathematics and science like subjects.

For this reason, in the new rules, it has been proposed that 20 percent of the total posts be taken from the undergraduate degree in science for the assistant primary teacher requirement.

Besides, it has been suggested to have cluster or Upazila based art and music teachers.

After the new rules came into effect, the primary teacher recruitment would be based on Upazila or Thana as before.

However, no person can be directly appointed as Assistant Teacher, without the recommendation of the Central Assistant Teacher Education Committee.

Resident Status

Without permanent resident of Bangladesh, no one can be appointed for the government primary school teachers.

Married to a person or promised to marry, who is not a citizen of Bangladesh, such a person can not be appointed as a teacher.

Promotion

It is known that earlier 65% of the assistant teachers had the authority to become headteacher through promotion but by changing it, 80 percent for direct promotion and 20 promotion through PSC has been proposed.

In the new rules draft copy, it has also been advised, that the 13th to 16th salary grade teacher can be promoted to a rank of 10th to 12th grade. And from 10th to 12th-grade teachers can get promotions for the Ninth grade or any above post.

However, in both cases, the recommendation of the PSC will be required. There are no such conditions in the 2013 Primary Teacher recruitment Regulation.

At present, there is a binding for training or a higher degree in three years to join as a teacher, but it does not have in the new rules.

Primary School Teacher Recruitment

Gias Ahmed, Additional Secretary (Development) of the Primary and Mass Education Ministry, told regarding the amendment of recruitment rules,

We have made some changes in the recruitment rules for the recruitment of quality teachers in government primary schools. Several changes have been brought like a Bachelor’s degree in teacher recruitment, promotion related and so on.

He said the recruitment rules will be proposing on September 30 in the secretary committee. If approved, it will be sent to the cabinet meeting. After the approval from the Ministry of Primary and Mass Education, it will be implemented by issuing an order related to the primary recruitment rules.

However, it will not be effective in the latest circular of Primary Assistant Teacher requirement in Government Primary School, he said.

It is to be noted that recruitment and promotional activities are conducted following the recruitment rules of 2013 for recruitment in primary schools.
